Gul Dukat is a Cardassian who served as Prefect of Bajor aboard what would become Deep Space 9 during the final years of the Bajoran Occupation, but lost favor with Cardassian Central Command. ( Gul is his military title.)During his tenure, he was responsible for many detestable acts against the Bajoran people and is therefore universally loathed by them. During the occupation he claimed to embrace a kinder approach to domination and took steps to abolish child labor and improve medical care and food supply in the internment camps. He was confused when the Bajoran resistance continued to try to assassinate him despite what he perceived as this compassion. He has a very uneasy relationship with Kira Nerys, because she is Bajoran and he is Cardassian, but they occasionally go on missions and work toward a common aim.Dukat's relationship with Captain Benjamin Sisko is complicated by Sisko's importance to the Bajoran people as Emissary of the Prophets.Because of his difficulties with Cardassian leadership, Dukat is occasionally helpful to Starfleet. He hates the Klingons, but he remains primarily concerned with restoring the Cardassians, and himself, to power, although he is unprepared for all the mental strain this will bring.Background: Dukat has seven children with his wife, including a son named Mekor. He has a series of affairs with Bajoran women, including with Kira Nerys' mother, Kira Meru. He fathered a half-Bajoran daughter with Tora Naprem, Tora Ziyal, about whom he is conflicted.
