Senator Vreenak was a powerful voice in the Romulan senate, and head of the senate committee overseeing the Tal'Shiar (the Romulan intelligence agency). During the Dominion War with the United Federation of Planets, he supported the non-aggression treaty Romulus signed with the Dominion, making the Romulans neutral in the conflict. Captain Benjamin Sisko hoped to bring the Romulans into the war against the Dominion by convincing Vreenak with fabricated evidence of a Dominion meeting planning the invasion of Romulus. Unfortunately, Vreenak discovered the evidence was a forgery and vowed to expose the lie to everyone for what it was. Before he could do so, Vreenak died in a mysterious shuttle accident engineered by Elim Garak, which eventually brought the Romulans into the war, as any evidence of fabrication Vreenak was bringing was chalked up to damage resulting from the explosion, and the protests of innocence by the Dominion only furthered the Romulan's already suspicious nature and reinforced the belief that the meeting had actually taken place.
