Chalky White is the leader and primary caretaker of the black population of Atlantic City -- in many ways, he is the Nucky Thompson of the black community. He provides money for those in need, gets jobs for those looking for employment, and is generally the only minority with a direct line of communication to Nucky Thompson.Chalky's many favors for those in his community help ensure his role at the top of the hierarchy, and his clout and ability to secure Republican votes make him an important asset for Nucky. Chalky seems genuine about wanting the best for his people as he does favors for Nucky and gets favors from Nucky in return.Chalky runs his community and his home quietly, but with an iron fist, enforcing rules on the street and in his distillery just as he does with his children. He is strict in commending his daughter to marry a man destined to become a doctor, even though she does not love him. Chalky himself married up to an educated woman despite being illiterate. His father-in-law disapproved of him, but changed his tune after Chalky helped him get out of a jam -- with the implication that Chalky had gotten rid of someone for him.
