The man moves his family to Los Angeles where not everyone looks like him. When Dave Johnson and his family arrive from Michigan, they do not seem to be surprised at the difference in location or culture of the people around them. They are unconcerned that the new home of their dreams is in a society quite different from the one they are used to.

Perceptiveness alone will not carry a sitcom; it's got to have jokes. And The Neighboorhood relies far too much on the novelty of a black character spouting edgy lines that we're more accustomed to hearing from a white mouth.
