Septimus was an inhabitant of planet 892-IV, whose humanoid civilization had developed a culture very much like that of Earth's Roman Empire, except that on this world, Rome never fell. Septimus became a senator at some point during his adult life, but was arrested and made a slave for believing in what the crew of the Enterprise thought was sun worship. He escaped slavery to the foothills surrounding a large city (possibly the capital) and there led a small group of people, mostly escaped slaves.Septimus and his band, including a former gladiator named Flavius, attempted to help Captain Kirk, Mr. Spock, and Dr. McCoy sneak into the city so that they could ascertain the fate of survivors of the S.S. Beagle, a survey ship lost in the area years earlier.Only later, after intercepting official transmissions, did Uhura realize that their faith wasn't sun worship but son worship - Christianity had come to this world, too, but two thousand years later.
