In a world where time is money, TimeKeepers are people who keep track of where the 'currency' of the world is going. Raymond Leon is an experienced Timekeeper who is among the first to discover the body of Henry Hamilton, a man who originally had about a century worth of time. According to video footage, the last person Hamilton had contact with was a man by the name of Will Salas. Leon recognizes him as the son of a deceased criminal, and quickly moves to locate Salas and arrest him for the crimes of theft and murder.Leon tracks Salas in a party at the Weis mansion, and orders his subordinates to arrest him. Salas kidnaps the Weis heiress Sylvia and jumps out the window, assured of the fact that timekeepers rarely risked themselves. Leon proves otherwise as he jumps out after them, but despite giving a good car chase Salas manages to escape him with his hostage. Phillipe Weis demands that Leon retrieve his daughter, and attempts to bribe Leon with the offer of giving him more time but Leon is unmoved.Deducing that Salas had gone back to the Ghetto, Leon goes to seek him out and finds him. Just as he is about to attack, a panicked Sylvia shoots and injuries him. Salas, who is running out of time, attempts to take Leon's but Leon himself is running out as Timekeepers made it a habit of carrying only a little time. Leon takes delight in mocking them as he knows he is about to die, but Salas gives him some of his own time before hijacking his car. This forces an injured Leon to walk all the way out the Ghetto, enduring the taunts and mocking of the street people.Now that Sylvia has proven herself on Salas' side, Leon issues an arrest warrant for both of them, despite Phillipe's attempts to stop him. Leon in fact threatens to have Phillipe himself arrested if he prevents his daughter from being arrested. With the public officially recognizing Will Salas and Sylvia Weis as criminals, he dedicates himself to their arrest but time and time again they escape him.Finally, after the two convicts pulled off a spectacular robbery and passed the time out to strangers, Leon chases them down to a remote path. Salas finally makes his guess that Leon had to have come from the Ghetto, given his way of hurrying and ability to run, and could not understand why if so why Leon was so persistent on the chase. Leon claims that his belief in the current system was unshakable, and that was why he did what he did. Unfortunately he had prioritized his duty to much, neglecting his own time. He ends up dying in front of Salas, and ends up indirectly contributing to their survival and escape.
