The film centers on Boyd who is forced to work in a downtown precinct after the fail of a terrorist kidnapping case. One day, he uncovers the drug operation and corruption so he investigates even breaking the rule.
In fairness, the movie is more or less competent for being what it is. Of course, I could say the same of most brick walls -- but I'd hardly recommend that you pay eight bucks to sit in front of one for two hours.

Film Threat
The film does exhibit a major problem typical of book adaptations; it's overburdened with plot and supporting characters.
Orin Boyd is a cop who "doesn't obey the rules" and although his boss considers him to be "one of the best", he must be transferred to one of the roughest precincts in town.
