When a beagle washes out as a police dog, he is unintentionally given super powers by a Mad Scientist. Subsequently adopted by an ex-policeman and his troubled son, Jack, Shoeshine -- so named because of his tendency to lick people's shoes -- wants nothing more than to have the happy family life he has never known. His young master, however, prevails upon him to use his super powers for good and soon the beagle comes to like being the new hero in town, Underdog! But when the villians track him down to his beloved family's home, Underdog has his powers taken away by the Mad Scientist.
