Jojo is the mayor's only son and his firstborn out of 97 children. Jojo is supposed to be the next mayor, but he doesn't want to. He is also the smallest Who in Whoville and doesn't seem to fit in with the other Who's. He doesn't talk much and is very secretive. He is supposedly 'goth' but appears to be very kind. Instead of trying to talk with his dad, he hangs out at the old abandoned observatory where he builds many instruments out of odd things such as giant rubber bands and saws which we see at the end so he is obviously extremely creative.
