Governor Neilson is a penny-pincher who decides to close one of the two police academies. He put together a 4-person evaluation committee to compare Mauser's and Lassard's academies.Jewel thieves strike the marina the governor was visiting, and Lassard's academy takes the initiative and rents water jets and wet suits. The governor is kidnapped by the jewel thieves, but Mauser and his cadets do nothing to stop them.In the end, Lassard's academy stays open, because Mahoney rescued the governor from the jewel thieves.
