Captain McKay is 'Dirty' Harry Callahan's boss in 'The Enforcer'. Although Lt. Al Bressler (Harry Guardino) is also Harry's superior, McKay oversees the homicide division that Harry works in. McKay is a politician first and a police officer second; something that makes Harry (Clint Eastwood) despise McKay even more. When Harry & his partner, Insp. Frank DiGiorgio, are called to a liquor store robbery, Harry responds to the robbers' demands for a car by crashing his own vehicle through the store's front window, then shooting the robbers before they can escape or kill him. For this, McKay summons Harry to his office & tears a strip off the inspector, complaining that the 'minority community' has 'just about had it' with Harry's aggressive methods of dealing with criminals. As punishment McKay demotes Harry to Personnel, a place Harry has no interest in working in. Evidently the captain is more concerned with his own image than in having criminals dealt with. When a group of terrorists, mis-named the 'People's Revolutionary Strike Force' (PRSF) rob an arms warehouse & murder a guard and a police officer - and in the process fatally wounding Harry's partner Insp. DiGiorgio after DiGiorgio had killed one of the terrorists - McKay re-assigns Harry to the homicide team. McKay is also politically connected and gives the appearance of being more concerned about advancing his career than actually solving crimes; after the extortion spree of the PRSF begins McKay & the SWAT bust a man named 'Big Earl' Mustapha, a supposed black militant, and his gang; McKay then uses an elaborate ploy to convince the Mayor that Harry & his new partner, Insp. Kate Moore (Tyne Daly) were responsible for the bust. They are subsequently to be 'commended' by the Mayor; when Harry asks what they are being commended for & the Mayor explains it, Harry informs the Mayor that he had made a deal with Mustapha to find out who the actual terrorists are, that neither he nor Insp. Moore had anything to do with the Mustapha arrests, and more telling - that no stolen weapons were found. The Mayor is stunned to find this out, and McKay threatens Harry after his (McKay's) political stunt is exposed to the Mayor. Harry angrily tells McKay he wants no part of a dishonest commendation, for which McKay retaliates by suspending Harry from duty. Callahan angrily hands over his badge to McKay, with a parting shot of a '7-point suppository'. Later on, the Mayor is kidnapped & his chauffeur, bodyguard and 2 innocent men - a truck driver and a drawbridge operator - are murdered by the PRSF. McKay again visits Harry and admits his error in busting Mustapha; however, he demands from Harry ALL the evidence he and Insp. Moore gathered on the PRSF, and also orders Harry not to try to stop the PRSF, or Insp. Callahan is 'finished as a cop in San Francisco'. Evidently McKay is more of an appeaser than someone who should be upholding the law; something Harry points out to McKay but the captain brushes it off. While Harry reluctantly hands it over, he & Insp. Moore also defy McKay's orders when Harry sees on TV that McKay is planning to pay the PRSF their ransom and let them go free in return for releasing the Mayor. Callahan & Moore go to Alcatraz island where the Mayor is being held hostage and attack the PRSF from a fireboat. Insp. Moore frees the Mayor & kills one of the terrorists; Insp. Callahan kills one by driving him off a guard tower with water from the fireboat & then killing another with his .44. When the 2 inspectors meet up again, Kate spots the terrorist leader behind Harry & shouts a warning; Harry dives aside but Kate is struck & killed by gunfire. An angry Callahan kills the terrorist leader with an M72 LAW rocket launcher aimed directly at the fiend; at this point Capt. McKay shows up again in a helicopter, promising freedom for the terrorists that Harry & Kate have killed.
