Kramer is an agent with the FBI who serves the head of its Art Crimes Unit in Washington DC. Kramer was also Peter Burkes mentor when Burke was a young agent. Kramer has no patience for Burkes partnership with Neal and is fond of reminding Burke he believes that criminals never truly change.
