Admiral Blandy was the head of the Navy's Bureau of Ordinance in the early stages of World War II; later commanding an amphibious task group in the central Pacific. In late 1945, he was given command of Joint Task Force 1 which carried out atomic bomb tests in Bikini atoll in the summer of 1946.
